Adoption of the Declaration of Buenos Aires 2010
On the occasion of the 12th International Cities and Ports Conference, the delegates of local port communities, port authorities, economic and institutional partners of port cities meeting in Argentina in Buenos Aires and Rosario, reasserted the engagements drawn up in the Charter of Montreal of Cities and Ports for the Environment (1993), and the Charter of Sydney for the Sustainable Development of Port Cities (2006). They engage to contribute actively towards putting in place a more sustainable growth necessary for the maintenance of the global economic, social and environmental balances.
A l’occasion de la 12e Conférence Internationale Villes et Ports, les délégués des collectivités locales portuaires, autorités portuaires, partenaires économiques et institutionnels des villes portuaires, réunis en Argentine à Buenos Aires et Rosario, ont réaffirmé les engagements énoncés dans la Charte de Montréal des Villes et des Ports pour l’environnement (1993) et de la Charte de Sydney pour le développement durable des villes portuaires (2006). Ils se sont également engagés à contribuer activement à la mise en place d’une croissance plus durable, nécessaire au maintien des équilibres économiques, sociaux et environnementaux mondiaux.
Con ocasión de la 12ª Conferencia Internacional Ciudades y Puertos, los delegados de las colectividades locales portuarias, autoridades portuarias, socios económicos e institucionales de las ciudades portuarias, reunidos en Argentina, en Buenos Aires y Rosario, reafirmaron los compromisos estipulados en la Carta de Montreal de Ciudades y Puertos por el Medio Ambiente (1993) y de la Carta de Sydney por el Desarrollo Sostenible de las Ciudades Portuarias (2006). Se comprometen a contribuir activamente a la implementación de un crecimiento más sostenible, necesario para mantener los equilibrios económicos, sociales y ambientales mundiales.

Adhesion du Port de Conakry officialisée lors de la Conférence à Buenos Aires
La nouvelle adhésion du Port Autonome de Conakry en Guinée a été officialisée lors de la 12eme Conférence Villes et Ports à Buenos Aires. A cette occasion une importante délégation a fait le déplacement pour assister aux différents débats et participer aux échanges d’expériences.
Nous leur souhaitons la bienvenue dans notre réseau.
The new membership of the Port Authority of Conakry in Guinea has been officialized during the 12th Port City Conference in Buenos Aires. With this occasion an important delegation made the journey to attend the different debates and to take part in our experience sharing.

Impressions and final remarks from the delegates
Emanuele Zanotto, Engineer, Environment Department, Port of Venice : It’s my first time coming at a AIVP conference and my first impression is that it reduces distances between ports. Usually, people are analyzing situation by group of countries. Here we can have a global vision of what’s going on. We all meet same problems and work on solutions depending on resources and local context. Green House Gases emission policies are developed in almost every port. It really shows you that the world is running and this is an increasing motivation to make your daily work progress.
Laurence Slonina, Architect and Urban Planner, Consultancy Agency UP, Paris : For a long time interested in port cities, I’m new at the AIVP and I have been really interested by the wide range of experts. Three particular aspects have principally attracted my attention. Interaction between global phenomenon and local adaptation are more intense in port cities. These adaptations can be the release for new opportunities. For example the redevelopment of the port city interface can be a way to change the city image for inhabitants or not. Port cities relationship is such a technical domain that dialogue with citizens is the only way to make development strategies sustainable.
Augustin Senghor, Deputy Mayor of Dakar, Senegal : Taking part for the first time in a conference of the AIVP, I note that the topics deal with universal issues that all port cities are concerned with : which economic guidelines to take ? How to manage the environmental stakes ? Etc. All these questions obviously also arise in Dakar which has more and more structural problems with a growing old highway network and insufficiently powerful railway infrastructures. In participating actively in this conference, we will give Dakar the possibility of finding innovating solutions which will help us to develop a new vision for our port city.
Hervé Martel, General Director, Port of Paris, France : We need to develop the dialog with the territories. Beyond the local information centers which we created, we must develop new practical tools. It is sometimes quite difficult to make understand to citizens and to certain local political decision makers the double role of our mission which is to support economic growth and development/planning of the port area. Like pointed out by many speakers of this conference, we have to set up a complete new governance for our ports.
